The setâd does not patrol streets directly. Instead it funds, trains, and coordinates the agencies that do: gasht-e ershâd, the Basij, and a network of "voluntary" enforcers (the so-called âmerân be ma'ruf, "commanders of right") who under the 2014 law are legally protected when they intervene in public to enforce hijab, prevent music, break up gatherings, or report violations. It writes guidelines that lower units treat as orders. It runs propaganda campaigns. It coordinates with the judiciary on prosecution priorities. The headquarters reports up through a council that includes representatives from the Supreme Leader's office, parliament, the judiciary, and the IRGC.
