Patrols operate from white-and-green vans. Officers, usually a mixed team of male officers and female chador-wearing volunteers from the Basij, stop women on the street whose hijab is judged "improper": head-scarf too far back, hair visible, coat too short, jeans too tight, manteau too colorful. Stopped women are warned, fined, sent to "guidance" classes, or detained at a police station. The legal authority sits in Article 638 of the Islamic Penal Code (compulsory hijab) and a 1983 hijab law expanded by the December 2024 "Hijab and Chastity" legislation. Coordination with Basij is routine; in protest cycles the patrols call in Basij reinforcements.
