Basij is the thin layer between the regime and the street. When the riot police are not enough and the army cannot be politically deployed, Basij is the force that gets called. The 1979 founding rhetoric of defending the oppressed has, in practice, meant attacking the people most likely to be oppressed by the state itself.

سازمان بسیج مستضعفین (sazman-e basij-e mostaz’afin), the Basij Organization of the Mostazafin, is the headquarters of the paramilitary mass force that Khomeini founded by decree in November 1979. The Basij was originally pitched as a popular defense reserve, then absorbed into the IRGC in 1981. It now sits inside the Sepah as a sub-command with branches in mosques, universities, factories, government offices, and high schools. Estimates of active members run around 600,000 and nominal members in the millions, though those figures come from the Sepah itself and are difficult to verify. The organization runs ideological training, paramilitary drills, and a domestic mobilization capacity that has been deployed against every major Iranian protest wave: 1999 students, 2009 Green Movement, 2017 Mashhad, 2019 Aban, 2022 Mahsa.
