حوزه هنری (howzeh-ye honari), the Art Bureau of the Islamic Propaganda Organization, was set up in 1980 in the chaotic first year after the revolution to bring Iranian arts under a single regime-aligned roof. Forty-five years later it is one of the largest cultural producers in the country, financing films, theater seasons, music releases, art galleries, and publishing houses. The films it backs win at Fajr; the ones it does not back struggle to get screen time. Hozeh Honari has produced or co-produced much of the country’s war cinema (سینمای دفاع مقدس, sinema-ye defa-e moqaddas), the genre that turned the Iran-Iraq war into a permanent moral framework. The bureau also runs the Sureh University of Art, exhibition halls in major cities, and a record label. Artists who refuse its line work outside its system, often without funding, often without permission to perform.
