What it means
فیلترشکنی (filter-shekani) is the noun form of the activity, the practice of getting around the state internet filter. Where فیلتر شکن (filter-shekan) is the tool, filter-shekani is what you do with it. It covers the whole behavior: installing the app, paying for a subscription, switching servers when one stops working, teaching your aunt how to set it up on her phone, and the daily friction of using an internet that the state actively works against.

The political weight
Filter-shekani sits in a strange legal place. The Iranian state has periodically criminalized the use of VPNs, passed laws against the sale and distribution of circumvention tools, made threats, and then quietly backed off when enforcement proved impossible against a population where most adults are doing it. Government officials maintain public Instagram accounts that they can only reach through a tool they have made illegal for citizens. The word filter-shekani therefore carries a quiet political charge, even when it is used about something as mundane as fixing your grandmother’s Instagram.
Who does it
Everyone. University students, doctors, retirees, clerics, teenagers, journalists, and the people writing the filtering policy itself. There is no Iranian demographic that does not participate, only differences in how openly they discuss it. Younger Iranians treat filter-shekani as a basic life skill, on par with paying a phone bill. Older Iranians often need a younger relative to set it up for them and then use it without further thought.
Where the word comes from
Filter-shekani follows a standard Persian pattern: take the agent compound (filter-shekan, filter-breaker) and add the suffix ی (-i) to turn it into an abstract noun naming the activity. The same pattern makes نقاش (naqash, painter) into نقاشی (naqashi, painting), and آشپز (ashpaz, cook) into آشپزی (ashpazi, cooking). What is new is the compound itself: filter-shekani is a word coined entirely after 2010, named after a problem that did not exist before then, and now central enough to Iranian life that it shows up in jokes, song lyrics, and headlines.
