MOIS handles foreign intelligence collection, counterintelligence, signals intelligence, and domestic surveillance of dissidents, journalists, and minorities. It runs Ward 209 of Evin Prison (the wing for political prisoners under MOIS jurisdiction), separate from the IRGC's Ward 2-A. It runs informant networks inside universities, ethnic-minority regions (Kurdistan, Sistan-Balochistan, Khuzestan), and the Iranian diaspora. It coordinates with foreign intelligence partners selectively (Russia, Syria pre-2024, sometimes Qatar). The minister sits in cabinet but reports operationally to the Supreme Leader's office on sensitive files.
