Mofsed is a legal black hole. The penal code lists the sentencing options but the threshold for "corruption on earth" is so loose that judges treat it as discretionary. Defendants are typically convicted in closed Revolutionary Court proceedings, often without a lawyer of their choice, often on confessions extracted under torture. Where Iranian law admits it does not need law, it uses mofsed.
