Khâtam-ol-Anbiâ Construction Headquarters (Qarârgâh-e Sâzandegi-ye Khâtam-ol-Anbiâ) is the engineering and contracting arm of the IRGC. Founded 1989. It holds major contracts in oil, gas, infrastructure, ports, and dams, and channels revenue into Revolutionary Guards operations.
Contracts are awarded with limited competitive bidding and often through no-bid awards by ministries staffed with IRGC-aligned officials. Profits flow through opaque holding structures into IRGC budgets that include the Quds Force and domestic security operations. Foreign firms that partner with Khatam-ol-Anbia inherit US secondary-sanctions exposure.

Khatam-ol-Anbia appears in every serious account of the Iranian economy. The phrase looks devotional and gets ignored by non-specialists. Naming it for what it is converts a religious epithet into a readable institutional fact.
خاتم الانبیا (khâtam-ol-anbiâ) means seal of the prophets, a classical Islamic epithet for Muhammad. In modern Iran the name belongs to the Khatam-ol-Anbia Construction Headquarters, the engineering and contracting arm of the Islamic Revolutionary Guard Corps. Founded in 1989 to absorb demobilized Iran-Iraq War veterans, the company has grown into one of the largest contractors in Iran, holding billions in oil, gas, highway, port, and dam contracts awarded with limited competitive bidding. Revenue funnels back to the IRGC. The US Treasury added it to the SDN list in 2007 under Executive Order 13382 for proliferation activity; the EU followed with its own sanctions in 2010.
