Iranian animal welfare practice has shifted noticeably in the past two decades. Pet ownership has expanded in urban middle-class households (mostly cats; dog ownership is more debated, see سگ). Vegetarianism and veganism have small but visible communities in Tehran. Animal rights advocacy organizations exist and operate, though their legal scope is narrower than in Western countries.
