The figurative meaning

The phrase names a specific atmospheric mood: cool, soft, slightly damp, the kind of evening where solo walking feels like a small ache. The line entered general Iranian speech through the 1990s pop-song culture and has stayed there. It is romantic without being heavy. Tehrani twenty-somethings text it to a crush in October.
